U.S. Grants License for Transactions Involving Lukashenko-Linked Jets, Lifts Belavia Sanctions

The Treasury’s OFAC issued a narrow authorization that leaves broader Belarus sanctions intact.

Overview

  • OFAC published a general license allowing previously prohibited financial transactions tied to aircraft EW-001PA, EW-001PB and EW-001PH.
  • The authorization covers transactions related to use of the three aircraft by Alexander Lukashenko or the foreign limited liability company Slavkali.
  • The license does not unblock other assets and does not rescind other U.S. sanctions on Belarus.
  • The OFAC notice also removes sanctions on Belarus’s national carrier Belavia.
  • A separate aircraft linked to Belavia, EW-301PJ, was taken out from under U.S. restrictions.
