Overview
- The order, issued by III Marine Expeditionary Force, renews a midnight–5 a.m. curfew for ranks E‑1 through E‑4 and bars all service members from buying or drinking alcohol outside their primary residence during those hours, effective the coming Sunday through Dec. 7, 2026.
- III MEF said the targeted rules follow a joint analysis showing about 70% of significant liberty incidents involve junior enlisted personnel, and the policy had concurrence from U.S. Forces Japan.
- The restrictions were put in place after Okinawa police arrested and Japanese prosecutors later indicted Lance Cpl. Devin Jacob Ballard on charges tied to the Oct. 3 death and robbery of Naha resident Anna Yagi.
- Commanders retain authority to impose stricter local controls and units that had tighter rules during the earlier Period of Reflection, such as Kadena’s 18th Wing, will shift to the new islandwide guidance when the current measures end.
- Officials say the measures are temporary and meant to restore local trust and protect the U.S.‑Japan alliance while the Okinawa Area Coordinator forwards assessment results and recommendations to U.S. Forces Japan for further action.
