U.S. Envoy Hails PURL’s Results, Presses Europe Before NATO Ukraine Announcements

PURL fills gaps European producers cannot cover by pooling allied funds to buy U.S. systems for Ukraine.

Overview

  • U.S. Ambassador to NATO Matthew Vitaker said the PURL mechanism is now moving weapons, materials and ammunition to Ukraine’s front lines and is operating seamlessly.
  • Vitaker criticized several European economies for underperforming on contributions and urged allies to invest in PURL immediately to strengthen Ukraine’s self-defense.
  • Vitaker credited President Trump with enabling European NATO allies and Canada to purchase U.S. arms and ammunition for transfer to Ukraine through PURL.
  • NATO Secretary General Mark Rutte has reported that the initiative raised more than €2 billion in its early months, funding items Europe does not produce, including air-defense systems.
  • Ukraine’s ambassador to NATO, Alyona Hetmanchuk, said Kyiv will push in Brussels on Oct. 15 for more countries to join PURL and for faster disbursement by those that have already pledged support.
