U.S. Duty-Free Threshold Ends Friday as 25 Countries Halt Postal Parcels

Unclear CBP procedures have prompted postal operators to pause parcels to the U.S.

  • For six months, carriers can choose between ad valorem tariffs or a temporary per‑package fee of $80 to $200 based on country IEEPA rates before shifting to ad valorem only, and carriers must collect and remit duties to CBP.
  • DHL paused acceptance and transport of certain commercial postal packages to the U.S. on August 22 while maintaining DHL Express, and national posts across Europe and Asia announced temporary halts.
  • Packages declared as gifts between individuals of $100 or less are initially exempt under stricter controls, and small retailers and consumers are already reporting higher costs and delivery disruptions.
