U.S. Coast Guard Awards Icebreaker Contracts to Finland’s RMC and Bollinger Shipyards

The awards launch the first ship orders under the U.S.–Finland icebreaker pact to accelerate Arctic capability.

Overview

  • Rauma Marine Constructions will build two Arctic Security Cutters in Finland with the first delivery expected in 2028, while Bollinger is slated for up to four U.S.-built ships with the first arriving in 2029.
  • The Coast Guard said work starts immediately, with construction at RMC’s Rauma yard and Bollinger’s program based in Houma, Louisiana.
  • Adm. Kevin E. Lunday said the cutters are essential to uphold U.S. sovereignty in the Arctic and to counter adversaries’ economic and military activities.
  • The contracts implement the October 2025 agreement between President Donald Trump and President Alexander Stubb, and Finland says the broader plan totals 11 icebreakers with seven built in the United States and four in Finland.
  • Naval Today reports the cutters will use the multi‑purpose icebreaker design developed by Seaspan Shipyards with Aker Arctic Technology, and the effort advances the Coast Guard’s Force Design 2028 modernization.
