U.S. Clean-Energy Pullback Tops $24 Billion as September Rollbacks Deepen 2025 Decline

New E2 data links this year’s wave of cancellations to Trump-era policy shifts, with battery and EV projects bearing the brunt.

  • Businesses canceled or scaled back nearly $1.6 billion in projects in September, erasing close to 3,000 jobs, according to E2’s latest monthly analysis.
  • So far in 2025, 42 private-sector clean energy projects have been terminated or downsized, totaling about $24.3 billion in lost announced investment and roughly 21,000 affected jobs.
  • Battery storage and electric-vehicle manufacturing account for 32 of the canceled or reduced projects this year, representing about $19.2 billion and an estimated 18,700 jobs.
  • Republican-led congressional districts have absorbed the largest share of private pullbacks, losing roughly $12.4 billion in investment and about 15,000 jobs.
  • Separate from E2’s private-sector tally, the Department of Energy in October terminated 321 financial awards for 223 projects, which the agency says will save about $7.56 billion, even as companies reported $542 million in new September investments expected to create about 985 jobs.
