Overview
- The Justice Department unsealed the indictment on Sept. 15–16, 2026, charging five people with conspiracy to finance terrorism and alleging three also conspired to commit murder-for-hire.
- The indictment names Yuri Khrameev, Kirill Khrameev, Oemis Romagoza Durruthy, Yaidel Delgado Suarez (aka 'Viking') and Angel Eduardo Castro and says three were senior members of a so-called RIS Network tied to Russian intelligence.
- Prosecutors allege the network recruited and paid local assets to do pre-operational surveillance and carry out killings, offering roughly $1,000–$1,500 for surveillance and about $40,000 to 'eliminate' a target in the United States.
- The papers say the group also planned attacks on civilian and military infrastructure in Europe and that Durruthy handled logistics for plots in the Czech Republic and Lithuania in 2024.
- FBI officials say multi-office coordination disrupted the operation but the five defendants remain at large, raising questions about cross-border investigation, extradition and future threats to dissidents and allied countries.
