U.S. Cancels 13 Mexican Airline Routes, Halts NLU Service and Freezes MEX Expansion

Officials frame it as enforcement of the 2015 air pact following Mexican slot limits that, along with cargo relocations, undermined U.S. carrier access.

  • The order stops all combination services between the United States and Felipe Ángeles International Airport and bars new or expanded Mexican-carrier routes from Mexico City’s Benito Juárez.
  • Affected filings include Aeromexico links from NLU to Houston and McAllen, Volaris service from MEX to Newark, and multiple Viva Aerobus proposals from NLU to major U.S. cities.
  • Transportation Secretary Sean Duffy said Mexico has failed to comply with the 2015 bilateral agreement, citing canceled U.S. carrier slots at MEX and forced moves of all-cargo operations since 2022.
  • DOT also proposed banning Mexican passenger airlines from carrying belly cargo between MEX and U.S. airports, a rule that would take effect about 108 business days after finalization if adopted.
  • The department advised travelers to check with airlines for rebooking and warned that additional enforcement could follow if reciprocal access for U.S. carriers is not restored.
