U.S. Blocks Taiwan-Made Giant Bicycles Under Forced-Labor Order

Giant will petition to revoke the order following CBP findings of ILO-defined forced labor indicators.

Overview

  • U.S. Customs and Border Protection issued a Withhold Release Order on Sept. 24 to detain Giant bicycles, parts, and accessories made in Taiwan under 19 U.S.C. § 1307.
  • CBP said its inquiry identified ILO indicators including abuse of vulnerability, abusive working and living conditions, debt bondage, withholding of wages, and excessive overtime, and it alleged the practices yielded millions in unjustly earned profits.
  • Giant said it had not been aware of a U.S. investigation, pledged to cooperate, and will file a petition seeking revocation of the order.
  • The company warned of short-term delays to U.S. shipments and activated contingency measures, noting only Taiwan-manufactured goods are affected.
  • CBP said importers of detained goods can destroy or export shipments or try to prove admissibility, and it reported this is its third WRO of 2025 with 53 WROs and nine Findings now in effect; Taiwan’s economic authorities said they will assist Giant.
