U.S. Approves $93 Million Javelin and Excalibur Sale to India

The notifications trigger Congress’s review as Washington frames the packages as stock replenishment that does not change the region’s military balance.

Overview

  • The State Department approvals and DSCA notifications set a statutory review period before final contracting can proceed.
  • The Javelin package is estimated at $45.7 million for 100 FGM-148 rounds, one fly-to-buy missile, 25 Command Launch Units, and training, simulation, spares, and full lifecycle support.
  • The Excalibur package is valued at $47.1 million for up to 216 M982A1 projectiles plus Portable Electronic Fire Control Systems with iPIK, primers, propellants, technical assistance, repair, and logistics support.
  • DSCA says the transfers strengthen the U.S.–India strategic relationship, enhance first-strike accuracy and deterrence, will not alter the regional military balance, and can be readily absorbed by Indian forces, with no offsets identified at this stage.
  • Both systems are already in limited Indian service, with media reporting the buys will replenish stocks, including Excalibur rounds reportedly used in Operation Sindoor, and RTX is listed as the principal contractor.
