UPSC Tells Supreme Court It Will Introduce Screen Readers Once Centres Are Ready

The court reserved its order pending a clear rollout timeline.

  • In an affidavit, the UPSC said it has decided in principle to provide screen reader software for visually impaired candidates, subject to feasible infrastructure, vetted software and secure testing at exam centres.
  • UPSC told the bench of Justices Vikram Nath and Sandeep Mehta that implementation is likely in the next examination cycle as the Commission finalises logistics.
  • The Commission noted it does not run its own nationwide exam infrastructure and has asked state chief secretaries and district coordinating supervisors to arrange suitable facilities, following July outreach and video conferences.
  • DEPwD offered to upgrade NIEPVD labs as dedicated venues, while clarifying that software procurement, exam protocols, accessible formatting and software sanitisation are UPSC’s responsibility.
  • Key tasks include preparing accessible question papers including diagrams and regional languages, securing digital transmission of papers, and ensuring at least one properly equipped venue per city without forcing long-distance travel.
