UPSC Returns West Bengal DGP Panel, Tells State to Seek Supreme Court Directions

The move follows the Attorney General’s view that the prolonged delay breached the Prakash Singh timeline.

Overview

  • UPSC sent back the West Bengal government’s DGP empanelment proposal and advised approaching the Supreme Court for directions.
  • The vacancy arose on December 28, 2023, but the state forwarded its panel only in July 2025, well beyond the three‑month lead time set by the court.
  • An Empanelment Committee met on October 30, 2025, and differences over the vacancy date led the Commission to seek the Attorney General’s opinion, which said UPSC cannot condone the delay.
  • The decision was conveyed in a December 31 letter signed by UPSC Director (AIS) Nand Kishore Kumar, with a copy to the Ministry of Home Affairs.
  • Senior IPS officer Rajesh Kumar petitioned the Central Administrative Tribunal alleging prejudice from the delays; the CAT asked UPSC to expedite as Acting DGP Rajeev Kumar nears a January 31 retirement.
