UPSC Recommends Promotion of 18 Haryana Civil Service Officers to IAS, Grants Provisional Status to Nine

To fill a gap in the state’s IAS cadre, the UPSC has confirmed 18 promotions, with nine officers provisionally advanced pending quashing of 2002 recruitment charges by December 31.

Overview

  • The UPSC’s Departmental Promotion Committee met on July 14 and approved the elevation of 18 Haryana Civil Service officers to the Indian Administrative Service.
  • Nine additional HCS officers received provisional promotions under IAS rules that bar final appointments if criminal proceedings remain pending.
  • A chargesheet filed by Haryana’s Anti-Corruption Bureau in January 2023 accused eight officers from the 2002 batch of exam irregularities in HPSC-conducted recruitments.
  • The Punjab and Haryana High Court stayed the chargesheet against Jagdeep Dhanda on July 11, but a stay does not count as exoneration under the IAS (Appointment by Promotion) Regulations.
  • If courts do not quash the pending cases by December 31, the provisional promotions of the nine officers will lapse and they will not join the IAS cadre.
