University of Tokyo Hospital Doctor Arrested in Device Bribery Probe

Police now say he directed the vendor’s scholarship-donation paperwork to route cash.

Overview

  • Tokyo Metropolitan Police arrested Dr. Zenhiro Matsubara on suspicion of taking roughly ¥700,000 in bribes in 2021 and 2023 to favor Japan M.D.M. devices.
  • Investigators say he instructed Japan M.D.M. on what to write in scholarship-donation applications used for the transfers, and the company did not confirm whether the cited research actually occurred.
  • Police report he received about ¥3 million in donations from five companies between 2016 and 2023, with roughly ¥1.5 million apparently spent on personal items, prompting a probe into habitual diversion.
  • In spring 2019 the company proposed a donation, and that September he applied to register its previously unused product under the hospital’s one-in/one-out device system, which was approved about two months later.
  • Reporting says he was treated to meals in 2020 and 2023 around the times of ¥400,000 donations, and the company allegedly expensed the outings as if they involved a private hospital; the hospital has apologized and says care continues uninterrupted.
