Union Work Stoppages Halt Key Arequipa Projects After Violent Protests

Prosecutors have warned of prison terms following police detentions of two union leaders under criminal investigation.

  • The Construcción Civil union abandoned work at multiple public sites and, according to the contractor, damaged perimeter fences and security cameras in Arequipa on Monday, leaving the Cerro Colorado judicial module and hospital projects partially or fully paralysed.
  • APM Contratistas Generales says the stoppage cut physical progress and caused immediate losses estimated at roughly 417,000 soles for the judicial-module job while the Nuevo IREN Sur and Hospital Maritza Campos have also been affected.
  • The Corte Superior de Justicia of Arequipa publicly condemned the violent actions and asked the Ministerio Público and the police to investigate those responsible for vandalism and threats to neighbors.
  • The Segunda Fiscalía issued a preventive alert that vandalism, road blockades and attacks on infrastructure during protests can carry prison sentences of up to 10 years, and the Policía Nacional detained two union leaders on allegations of extortion and coercion as investigations continue.
  • Regional officials and the Defensoría urged peaceful dialogue and stressed that private contractors executing works by contract or Obras por Impuestos are not legally required to hire only union members, while a mediated table has so far failed to resolve the dispute.
