UN Security Council Rejects RussiaChina Bid to Delay Iran Snapback, Clearing Way for UN Sanctions to Resume

European governments initiated the snapback after citing Iranian breaches, including inadequate cooperation with the IAEA.

Overview

  • Four members backed the delay resolution (Russia, China, Pakistan, Algeria), nine opposed including the United States, United Kingdom and France, and two abstained.
  • With no sustaining resolution adopted, UN measures are set to automatically reactivate at 8 p.m. ET on Sept. 27 (9 a.m. Japan time on Sept. 28).
  • Under the JCPOA, a 30‑day clock triggered by the UK, France and Germany in late August leads to automatic restoration of prior UN sanctions absent Security Council action.
  • Iran’s foreign minister thanked Russia and China, blamed the United States and Europe for consequences of the vote, and warned Tehran may halt cooperation with the IAEA.
  • The snapback returns restrictions including limits tied to uranium enrichment activities, curbs on arms transactions, and asset freezes on entities linked to the nuclear program.
