Overview

  • The Council unanimously adopted Resolution 2808 under Chapter VII, extending MONUSCO’s mandate to 20 December 2026 and maintaining existing troop and police levels.
  • The mandate authorizes MONUSCO to take part in the Doha Ceasefire Oversight and Verification Mechanism to help monitor commitments.
  • The Council condemned M23’s offensive in South Kivu, cited support from Rwanda’s defense forces, urged the rebels to halt operations, and demanded Rwanda pull its troops from eastern DRC.
  • Control of Uvira remains disputed after M23 claimed a withdrawal that Congo’s government called staged, and the United States urged the rebels to move at least 75 kilometers from the city.
  • UNHCR reports more than 7 million people displaced as M23’s strength is estimated at roughly 6,500 fighters and the mission is tasked to counter disinformation while its eastern disengagement stays on hold.
