UN Presses Countries to Submit Stronger 2035 Climate Plans by Month’s End

The end‑September cutoff will shape the UN’s pre‑COP30 assessment of global ambition.

Overview

  • UN climate chief Simon Stiell urged 196 Paris Agreement parties to file enhanced NDCs by the end of September and invited leaders to unveil targets at a Sept. 24 UNGA event in New York.
  • Roughly 30 countries have submitted updates so far, including Brazil, the UK, Japan and Canada, while major emitters China, India and the European Union remain outstanding.
  • Plans submitted by the end of the month will be included in the UNFCCC synthesis report scheduled ahead of COP30 in Belém, Brazil.
  • China has said it will upgrade its target in the autumn and has signalled economy‑wide goals for 2035, while the EU is struggling to settle a plan that would inform its 2035 target.
  • Existing national pledges collectively align with roughly 3°C of warming, reinforcing calls for deeper cuts and stronger policies in the new NDCs.
