UN Decries Russian Drone Strike on Marked Aid Convoy in Kherson

The strike violated protections for relief missions under international humanitarian law.

Overview

  • On Oct. 14, an inter-agency convoy delivering aid to Bilozerka in Kherson Oblast was attacked during offloading, with officials reporting intensive artillery fire followed by FPV drone strikes.
  • Two World Food Programme trucks were set ablaze and destroyed, and although the four-vehicle convoy was clearly marked with UN insignia, no humanitarian staff were injured.
  • Italy’s foreign minister said an Italian official accompanying the mission was unharmed.
  • WFP chief Cindy McCain, EU and Norwegian officials, and the UN humanitarian coordinator condemned the attack as a grave breach of humanitarian law and urged accountability.
  • The mission from OCHA, UNICEF and WFP was carrying hygiene kits, medicines and shelter materials, and local partners say they will continue deliveries despite heightened risk.
