Ukrainian Drone Strike Halts Primary Processing at Rosneft’s Saratov Refinery

Industry sources say the shutdown could run through the end of the month.

Overview

  • Primary processing remains stopped after a Nov. 11 Ukrainian drone strike, and the refinery was also attacked on Friday, according to reporting.
  • The sole crude distillation unit, CDU-6, may be damaged, with a nameplate capacity of about 20,000 metric tons per day, or roughly 147,000 barrels.
  • A large storage tank caught fire, according to industry sources and a video posted on social media that has not been independently verified.
  • The Saratov plant processed 5.8 million tonnes of crude in 2024, about 2.2% of Russia’s refining volume, producing significant diesel, petrol and fuel oil.
  • The strike is part of Ukraine’s expanded long-range drone campaign against Russian energy infrastructure, following an earlier attack that halted exports from Novorossiysk, a hub handling about 2.2 million barrels per day.
