Ukraine’s Defense and Digital Ministers Submit Resignations to Parliament

The resignations position lawmakers to vote on Zelensky’s proposed energy–defense reshuffle.

Overview

  • Parliamentary speaker Ruslan Stefanchuk said the Verkhovna Rada received the resignation letters and will review them soon.
  • President Volodymyr Zelensky has proposed moving Denys Shmyhal to lead the Energy Ministry and serve as first vice prime minister.
  • Zelensky has also proposed Mykhailo Fedorov to head the Defense Ministry following his tenure leading digital transformation since 2019 and overseeing the “Drone Line” initiative.
  • The energy post became vacant after the minister was dismissed over a major Energoatom corruption scandal, and Zelensky has called for more systematic energy leadership to speed recovery after Russian strikes.
  • Shmyhal has served as defense minister since July 2025 and previously led Ukraine’s government for just over five years.
