Ukraine to Declare Energy State of Emergency as Kyiv Sets Permanent Crisis HQ

The decision follows days of outages in the capital after a Jan. 9 strike on energy infrastructure.

Overview

  • President Volodymyr Zelensky said the Cabinet will formalize an emergency regime for the energy sector and appoint the first deputy prime minister–energy minister to lead relief work.
  • Kyiv will establish a permanent coordination headquarters to manage the response and support residents during ongoing power and heat disruptions.
  • The government was instructed to simplify all procedures for connecting reserve energy equipment and to substantially increase electricity imports.
  • Zelensky proposed revising curfew rules during the cold snap, including lifting curfews in some localities where security allows, to ease access to services and business operations.
  • He criticized Kyiv’s preparedness compared with other cities and called for more ‘points of resilience’ and contingency plans for schooling, as officials reported 40 buildings without power and 471 without heat.
