Ukraine Presents 2027 Draft Budget With Record Defence Bill

The plan seeks tens of billions in foreign aid to plug a funding gap that could squeeze soldier pay or weapons purchases.

Overview

  • The government presented the draft to parliament on Wednesday and proposed UAH 4.885 trillion for defence, which equals about 66.8% of total planned spending.
  • The draft raises troop pay by UAH 337.5 billion to UAH 1,791.7 billion and boosts weapons and equipment spending to UAH 2,298.5 billion while setting UAH 30 billion for guarantees and UAH 264.9 billion for a reserve.
  • Officials forecast total revenues of UAH 5.6 trillion and expenditures of UAH 7.3 trillion and say Ukraine will need roughly $52–52.6 billion in international assistance next year.
  • Kyiv says partners have committed about $20 billion and negotiations are under way to close the rest of the gap with reforms, new taxes and possible use of frozen Russian assets.
  • Finance officials warn war costs have risen to about $190 million a day and say intensified Russian strikes are cutting revenues, which could force hard budget choices if external financing does not arrive before the December passage deadline.
