Ukraine Parliament Approves Multiple Citizenship Law to Address Demographic Crisis

Overview

  • The law ends Ukraine’s prohibition on multiple citizenship and allows nationals to hold foreign passports alongside Ukrainian ones.
  • It simplifies naturalization for children born to Ukrainian parents overseas and for Ukrainians who acquire a second nationality through marriage.
  • Foreign volunteers can now become Ukrainian citizens more easily by passing a test on Ukrainian language, history and the constitution.
  • The government will compile a list of countries whose citizens are eligible for multiple citizenship and will exclude nationals of aggressor states and those that deny Ukraine’s territorial integrity.
  • Officials say the reforms are designed to strengthen bonds with the diaspora and help reverse a population decline to about 32 million since Russia’s 2022 invasion.
