Ukraine Outlines Active Registration for Overseas Voting as Election Law Group Sets January Session

New voting procedures would apply only once parliament enacts the required legal changes.

Overview

  • CEC chair Oleg Didenko proposed an active registration process so Ukrainians abroad can predeclare where they intend to vote, including via the Diia app or consular channels.
  • Information from voter sign-ups combined with embassy data would guide decisions on opening additional polling stations outside Ukraine.
  • Roughly 350,000 of an estimated 6.5 million Ukrainians in Europe are on consular rolls, highlighting the need for advance registration to plan locations.
  • A multi-stakeholder working group led by First Deputy Speaker Oleksandr Kornienko held its first meeting on December 26 and plans to convene again by January 9 to draft proposals.
  • Elections remain prohibited under martial law declared in 2022, though President Volodymyr Zelensky has said a peace-agreement referendum could be paired with a presidential vote within 60–90 days of signing.
