Ukraine Orders Emergency Power Cuts as Grid Reels From Plant Shutdowns

Severed transmission links now limit regional power sharing, curbing the practical use of expanded EU import capacity.

Overview

  • Kyiv's schedules for Tuesday include up to 15 hours without electricity for some groups, according to DTEK data.
  • Emergency shutdowns were imposed in Poltava, Sumy and Kharkiv regions, with parts of the Izmail district also cut off as planned timetables were suspended.
  • Generation at the Trypilska and Zmiiv thermal plants ceased after Nov. 7–8 explosions, removing at least about 1 GW and compounding damage to generation and transmission assets.
  • ENTSO-E approved an increase in Ukraine’s import limit to 2.3 GW in December, but Ukrenergo says internal constraints prevent full use of the current 2.1 GW.
  • Ukrenergo said consumption limits will remain in place on Wednesday, while experts warn damaged substations and lines make equal distribution across regions technically unworkable.
