Ukraine Meets Only 60% of Power Demand as New Strikes Cut Heat and Light

Kyiv orders faster electricity imports to confront the winter shortfall.

Overview

  • President Volodymyr Zelenskyy said generation stands at 11 gigawatts against roughly 18 gigawatts of need, covering about 60% of demand.
  • Overnight strikes on Jan. 16–17 hit energy sites, leaving customers in Odesa and Kyiv oblasts without power, with 56,000 families out in Bucha and about 50 buildings in Kyiv still lacking heat.
  • Authorities declared an energy emergency and assigned Denys Shmyhal to lead the energy ministry during the crisis.
  • Zelenskyy held a special energy call, ordered a review of unheated buildings in Kyiv, and directed an immediate increase in electricity imports and procurement of additional equipment.
  • Officials reported 474 emergency gas teams and over 2,000 workers repairing networks and distributing heaters and gas cylinders, while EU power imports remain limited to roughly 2.3 gigawatts and are often constrained by high prices.
