Ukraine Lets Men 18–22 Travel Abroad Under Martial Law

Officials framed the change as a way to maintain links with citizens outside the current call-up pool.

Overview

  • Prime Minister Yuliia Svyrydenko said the border procedure now permits men aged 18 to 22 to cross unhindered during martial law.
  • The decision applies to all citizens in that age range, including those abroad who may return to Ukraine and leave again.
  • The updated rules will take effect the day after the government resolution is officially published.
  • In a separate move, the Cabinet allowed female local council deputies who serve on a voluntary basis to travel freely, excluding those who are salaried.
  • Men 18 to 22 are not subject to the national call-up, which currently starts at age 25, and recent efforts to recruit under‑25 volunteers with financial incentives have fallen short.
