Ukraine Launches Drive to Codify and Standardize Veteran Policy

Zelensky has ordered draft social-support proposals by October 1 to turn experimental wartime programs into nationwide, state-managed services.

Overview

  • President Volodymyr Zelensky, speaking at the IX International Veteran Forum on Saturday, urged a full review of veteran law and proposed considering a separate Veteran Code to treat veterans and their families as a distinct policy group.
  • Zelensky tasked the cabinet to produce proposals on changes to social support by October 1 so that pilot measures such as rehabilitation, family support and veteran hubs can be systematized and scaled.
  • Prime Minister Serhiy Koretsky set targets to bring over half of veteran services under common standards by 2027 and announced concrete program goals, including 100,000 jobs for veterans, 20 state veteran spaces and housing for 5,000 defenders.
  • Vitaliy Kim, the new minister for veterans, framed the policy as a lifecycle approach that begins at enlistment and prioritizes coordinated state accompaniment, health and recovery, economic independence, memory and transition to civilian life.
  • International partners are backing the plan with money and platforms: Germany pledged an extra €3 million for veterans and Belgium has supported the Veteran Interoperable Service Platform, while officials say the reforms could position Ukraine as a model for modern EU veteran policy.
