Ukraine Imposes Rolling Blackouts After Massive Russian Strikes Cripple Power Plants

Rotating outages aim to prevent grid failure after strikes knocked key thermal plants offline.

Overview

  • Ukrenergo scheduled 8–16 hour rolling shutdowns across most regions on Sunday with more planned for Monday as crews work to stabilize the grid.
  • State producer Centrenergo said the attacks forced its thermal plants to halt, temporarily reducing its electricity output to zero.
  • Ukraine reported 458 drones and 45 rockets in the Nov. 7–8 wave, most intercepted, with at least four civilians killed and widespread losses of power, heat and water.
  • Officials said drones struck substations supplying the Khmelnytskyi and Rivne nuclear plants, and they called for an IAEA board meeting over nuclear safety risks.
  • Ukraine struck energy sites in Russia’s border regions, with about 20,000 households in Belgorod losing power and reports of outages in Voronezh, where a CHP hit was claimed but not officially confirmed.
