Ukraine Imposes New Sanctions on Alleged Backers of Russia’s War Effort

  • Kyiv enacted a decree sanctioning eight individuals and 14 companies that it says support Russia’s military, covering targets in Russia, China, Kazakhstan, Turkey and the Seychelles.

  • Designated entities include Russian defense-linked firms such as Stout, the Center for Innovative Technologies and Engineering, and the private military company Konvoy.
  • The package blocks assets in Ukraine, annuls licenses and official visits, bans transfers of intellectual property, suspends trade, cultural and scientific cooperation, and allows stripping of Ukrainian state awards.
  • Kyiv says the measures are coordinated with Japan and notes broader synchronization since June with the United States, Canada, the United Kingdom, Japan and the European Union, while Russian officials continue to dismiss sanctions as ineffective.
