Overview
- At the Uzhhorod transport dialogue on 6 November, DG MOVE’s Magda Kopchinska handed Vice Prime Minister Oleksii Kuleba a CEF grant agreement worth €73.7 million for the Sknyliv–Mostyska rail project.
- The project will lay a 1435 mm line from the Polish border to Sknyliv near Lviv, creating a direct TEN‑T‑compatible connection over roughly 70–80 kilometers.
- Kuleba said the financing split is 50% from the European Commission and 50% from Ukraine’s budget, with construction slated to finish by the end of 2027.
- Officials reported progress on extending the EU–Ukraine freight liberalisation arrangement to March 2027 under an agreed roadmap to align transport standards.
- Prime Minister Yuliia Svyrydenko set a 1 December start for the UZ‑3000 scheme during the low‑demand period, as Ukrzaliznytsia readies an app‑based kilometre system with a December pilot for frontline regions, a full rollout in early 2026, and separate state support of about ₴13 billion this year and at least ₴15 billion next year.
