Ukraine Enacts Sanctions on 95 Individuals and 70 Entities Tied to Russia’s Defense Supply Chain

Kyiv aims to align the measures with partners to feed into the EU’s next sanctions package.

  • Presidential Decree No. 8/2026 was published on Jan. 3 and took effect upon publication.
  • The designations cover people and companies linked to Russia’s state defense procurement, including suppliers of communications, electronic warfare and microelectronics, and include citizens of Russia and China.
  • Sanctions also cover industrial actors in Russia’s chemical, extractive and metallurgical sectors as well as the fuel and energy complex.
  • Measures include full asset freezes, bans on managing or disposing of property, trade restrictions, suspension of transit and transportation through Ukraine, and revocation of state honors.
  • Officials say Ukraine will keep coordinating listings with partners, with some entries to be taken into account in the EU’s 20th sanctions package after December steps to sync with UK and UN-linked measures.
