Ukraine Details 20-Point Peace Counterproposal After U.S.-Mediated Talks

Moscow has signaled it will seek major revisions to the draft.

  • President Volodymyr Zelensky disclosed a 20-item plan that revises a 28-point outline circulated by the U.S. and said multiple draft documents are prepared after Dec. 19–21 talks in Florida.
  • Kyiv and Washington still diverge on Donetsk, with Ukraine proposing a ceasefire along the current front and tying any Ukrainian withdrawal to reciprocal Russian pullback and possible national referendums.
  • Disagreements also persist over the occupied Zaporizhzhia nuclear plant, as Ukraine rejects Russian participation in management and favors joint oversight with the U.S. and a split of electricity output.
  • The proposal links Western-style security guarantees to post-conflict constraints on Ukraine’s forces, including a reported cap of 800,000 personnel, and it is expected to be presented to Russia.
  • Kremlin-linked sources told Bloomberg that Russia views the text as too Ukraine-centric and intends to demand clear limits on Ukrainian forces, language guarantees, and clarity on sanctions and frozen assets, while Zelensky also cited intelligence suggesting Russia may be using Chinese satellite imagery to target energy infrastructure.
