Ukraine Clarifies Heating Season Rules After Cabinet’s Calendar Change

The Energy Ministry says the Nov. 1–Mar. 31 period is a technical gas-supply term, not a mandatory date to switch on heat.

Overview

  • On Oct. 8 the Cabinet approved amendments that set the heating season as Nov. 1 to Mar. 31 within gas market PSO rules and removed the prior temperature linkage in those regulations.
  • The Energy Ministry stated that local governments decide when to activate building heat based on the regional criterion of an average daily temperature below +8°C for three consecutive days.
  • Officials emphasized that the government’s calendar definition does not alter on-the-ground activation, which continues to be determined locally.
  • The government extended a fixed natural gas price for heat suppliers and budget institutions through Mar. 31, 2026 to stabilize costs through winter.
  • Kyiv enabled centralized heating connections for social institutions from Oct. 3, while the mayor of Dnipro publicly urged a later, coordinated national start in light of current energy conditions.
