Ukraine Claims Cyberattack Disrupted Russia’s Faster Payment System and TransTeleCom

Ukrainian intelligence casts the operation as a bid to interrupt transfers that support Russia’s war effort.

Overview

  • Ukraine’s military intelligence said it carried out a DDoS operation on Sept. 24 targeting the SBP instant-payment network and the provider TransTeleCom.
  • Many users reportedly could not complete instant transfers or online payments, with failures noted for QR-code transit fares in Yekaterinburg and for transactions at gas stations.
  • Outage tracking showed a surge in SBP problems from 7:00 to 11:00 a.m. local time, and TransTeleCom acknowledged disruptions as due to reasons beyond its control.
  • HUR sources said hundreds of thousands lost internet access and interactive television across multiple regions through local providers connected to TransTeleCom.
  • Ukrainian sources offered a preliminary loss estimate of up to $30 million, while independent verification and a detailed Russian official response remain limited.
