UK to tighten PIP eligibility rules despite criticism ahead of Commons vote

Aiming to save £5bn by 2030, ministers plan to enforce a four-point daily living threshold from November 2026 under rules set for parliamentary approval.

  • New eligibility criteria will apply to new Personal Independence Payment claims and award reviews from November 2026, subject to a Commons vote next month.
  • Claimants must score at least four points in one daily living activity to qualify for the daily living component of PIP.
  • People of State Pension age and those within 12 months of end of life will remain exempt from the proposed changes and fast-track end-of-life support will be maintained.
  • The Department for Work and Pensions consultation on the reforms runs until June 30 and will inform final parliamentary approval.
  • Disability campaigners, more than 100 high-profile figures and some Labour MPs warn the overhaul could affect around 3.2 million people and cut benefit income by an average of £1,720 per year.
