UK to Abolish Police and Crime Commissioners by 2028, Redirecting Savings to Neighbourhood Policing

Ministers cite low voter engagement, with a policing reform White Paper to follow.

Overview

  • PCC responsibilities will transfer to directly elected mayors where possible, with council leaders chairing new policing and crime boards elsewhere.
  • The government forecasts at least £100 million in savings this Parliament, with around £20 million a year earmarked for frontline and neighbourhood officers.
  • Current commissioners will complete their terms and the May 2028 PCC elections will be cancelled as the roles are phased out.
  • APCC chair Emily Spurrell condemned the decision as risking a “dangerous accountability vacuum” and criticised the lack of consultation.
  • Conservative shadow home secretary Chris Philp branded the plan “tinkering around the edges” as ministers signal wider changes in a forthcoming reform White Paper.
