UK Signs Final Contracts for Cement and Waste-to-Energy Carbon Capture Builds

Government-backed deals move carbon capture from plan to delivery in HyNet's Liverpool Bay network.

Overview

  • Heidelberg’s Padeswood cement plant in Flintshire and Encyclis’s Protos energy-from-waste facility in Ellesmere Port will connect to Eni’s storage as the first anchor projects in the HyNet cluster.
  • Both projects have signed with the Low Carbon Contracts Company, confirming final investment decisions and clearing the way for construction to begin.
  • The two facilities are expected to capture about 1.2 million tonnes of CO2 per year, with roughly 800,000 tonnes at Padeswood and 400,000 tonnes at Protos.
  • The government says the projects will secure 500 skilled jobs in North Wales and the North West, supported by a £9.4 billion CCUS commitment this Parliament.
  • Heidelberg says Padeswood will use amine-based capture targeting roughly 95% of the plant’s emissions, with construction due to start within weeks.
