UK Sets New Appeals Route and Legal Aid in Post Office Horizon Redress Overhaul

The move follows an inquiry that found Post Office leaders relied on faulty Horizon data to pursue prosecutions.

Overview

  • Ministers accepted all but one of Sir Wyn Williams’ initial recommendations and will publish a definition of what constitutes full and fair redress.
  • A new appeals route will allow those who accepted Horizon Shortfall Scheme fixed-sum offers to challenge outcomes with permission from an independent reviewer and funded legal advice.
  • The Horizon Shortfall Scheme will now close to new applications on 31 January 2026, with oversight by newly appointed senior lawyer Sir Gary Hickinbottom.
  • Work has begun on a restorative justice project with the Post Office and Fujitsu, and the government will consider creating an independent body to manage future redress.
  • The inquiry documented about 1,000 wrongful prosecutions and severe harm, while the Post Office says more than £1.2bn has been paid to 9,100 people across compensation schemes.
