UK Sanctions Six Syrian Figures and Three Militias Over Attacks on Civilians

The targeted measures reflect a policy of reopening economic ties alongside a commitment to hold abusers to account.

  • Foreign Secretary Yvette Cooper announced nine designations on December 19 targeting actors linked to coastal violence in Latakia and Tartous and atrocities during the civil war.
  • Ghaith Dalla, Miqdad Fatiha, Mohammad al-Jasim, Sayf Boulad, Mudallal Khoury and Imad Khoury were named for alleged roles in abuses or financing of the former Assad regime.
  • The Sultan Murad Division, the Sultan Suleiman Shah Division and the Hamza (Hamzat) Division were added to the UK sanctions list.
  • The measures impose asset freezes and travel bans, and the six named individuals are also barred from serving as company directors connected to the UK.
  • The UK says it is supporting Syria’s economic recovery after easing sectoral restrictions this year, while advocacy groups report Home Office letters warning some Syrian applicants their refugee status may be reviewed.
