UK Launches £100m Sovereign AI R&D Procurement Scheme

The programme is designed to help British AI firms scale by allowing them to retain their models, receive upfront payments, access public AI compute, and win public-sector demonstrator work.

Overview

  • The UK government opened the first phase of the £100 million Sovereign AI R&D Procurement Scheme on Tuesday, September 1, 2026, launching four competitions focused on NHS productivity, AI compute efficiency, defence connectivity and capabilities, and security testing for agentic AI.
  • The scheme changes how public contracts work for smaller firms by relaxing turnover and track-record barriers and offering upfront payments so startups can build and prove technology in real-world public services.
  • Winning firms will keep the intellectual property for models they develop under the programme, allowing them to commercialise products for NHS, defence and commercial markets rather than handing IP to suppliers or the state.
  • The competition led by the Department for Business, Innovation, Science and Trade and ARIA’s Scaling Inference Lab aims to boost UK public AI compute capacity by funding technologies that cut the cost of inference and make AI infrastructure more efficient.
  • The procurement work forms part of the wider Sovereign AI strategy launched in April 2026 and complements the new AI Economics Institute, which will study AI’s economic impact and help coordinate policy and international cooperation.
