UK Government and Mobile Networks Seal Pact to End Call Spoofing in 12 Months

The charter kicks off a year-long rollout of call traceback and AI screening to expose overseas spoofing and speed support for victims.

Overview

  • The Home Office and operators BT/EE, Vodafone, Three, Virgin Media O2, Sky, TalkTalk, Tesco Mobile and industry body CCUK signed the second Telecoms Charter at the BT Tower.
  • Networks will upgrade systems within 12 months to prevent overseas call centres from presenting UK numbers and will clearly label calls that originate from abroad.
  • Call traceback will be introduced to track a call hop‑by‑hop back to its source, with expanded data sharing to help police dismantle scam operations.
  • Providers will deploy AI to detect and block suspicious calls and texts before they reach users, responding to growing use of deepfake voices and automated scams.
  • Firms pledged faster victim support with two‑week response targets, as industry data show £629 million was stolen in the first half of 2025.
