UK and Japan Seal More Than £18 Billion Investment and Technology Pact

The deal boosts jobs, secures supply chains, creates a long-term tech partnership.

Overview

  • British Prime Minister Keir Starmer and Japanese Prime Minister Sanae Takaichi signed the agreements in London on Sunday, confirming more than £18 billion of public and private investment into the UK.
  • The package includes an Offshore Wind Industrial Compact to mobilise up to £9 billion for floating and fixed offshore projects that the government says will power about 8 million homes when built.
  • Leaders launched a UKJapan Frontier Technology Partnership to accelerate cooperation on AI, quantum and semiconductors and formalised a production link between the UK Semiconductor Centre and Japan’s Rapidus.
  • The two governments signed a Joint Declaration on Economic Security to coordinate on supply chains, critical minerals and investment screening, but key defence details remain unresolved after Defence Secretary John Healey’s resignation and delays to UK funding for the Global Combat Air Programme.
  • The agreements build on years of UKJapan frameworks such as CEPA and earlier tech pacts and are pitched as a post‑Brexit push to attract jobs and Japanese manufacturing to the UK while strengthening energy and industrial resilience.
