UK and Ireland to Publish Troubles Legacy Framework Overhauling ICRIR

The plan seeks to bring the legacy system into line with human-rights rulings through a reformed investigative body.

Overview

  • Hilary Benn and Simon Harris will unveil the joint framework on Friday following a year of talks between London and Dublin.
  • The ICRIR will be renamed the Legacy Commission with an independent oversight board and conflict-of-interest rules, empowered to investigate and prosecute where evidence supports.
