UK and Ireland Agree New Troubles Legacy Framework

The plan is designed to comply with human-rights law to rebuild trust with victims' families.

Overview

  • Hilary Benn and Simon Harris will present the joint framework today after a year of negotiations to overhaul the contested 2023 Legacy Act.
  • The ICRIR would be reformed as a Legacy Commission with an independent oversight board and the ability to refer cases for potential prosecution.
  • A separate Independent Commission for Information Recovery would deliver family reports, with interlocuter-provided information excluded from criminal use.
  • The Irish Government would legislate for full cross‑border cooperation, conduct investigations in its jurisdiction, allocate about €25 million for family support, and establish an An Garda Síochána legacy unit.
  • Civil cases would be restored, new primary legislation is required in Westminster and the Dáil, and Dublin says it could revisit its ECHR case as the DUP criticises what it calls Irish ‘dual control.’
