Overview

  • The Nuclear Steering Group, co-chaired by the Élysée and the UK Cabinet Office, will guide political direction and coordinate nuclear policy, capabilities and operations.
  • Each country retains independent command of its nuclear arsenal while committing to joint responses against any extreme threat to the Euro-Atlantic area.
  • The Northwood Declaration updates the 1995 Chequers framework by declaring that no severe threat to Europe will go unanswered by either nation’s nuclear forces.
  • London and Paris have reaffirmed their full support for the Treaty on the Non-Proliferation of Nuclear Weapons as they deepen bilateral cooperation.
  • Officials clarified that the joint nuclear umbrella does not extend to deployments in Ukraine, focusing deterrence solely on threats directly impacting European security.
