UIDAI Approves Rule Requiring Registration for Offline Aadhaar Verification

The measure seeks to curb illegal photocopying by shifting verification to QR scans, APIs or a new beta app.

Overview

  • UIDAI CEO Bhuvnesh Kumar said the regulation has board approval and will be notified soon, with timing indicated for around mid-December.
  • The rule will operationalise Section 8A by creating a registration pathway for Offline Verification Seeking Entities such as hotels, housing societies and event organisers.
  • Registered entities will use UIDAI‑approved methods including offline QR checks, app‑to‑app verification and access to APIs instead of collecting photocopies.
  • The new app is in beta and is designed to reduce reliance on intermediate servers, aiming to avoid outages and speed up processing.
  • UIDAI frames the move as privacy‑preserving and DPDP‑aligned over the next 18 months, with app features planned for address updates and adding family members without phones.
