Overview
- Deputy Lisandro Nieri introduced the measure on Nov. 26 with UCR co-sponsors including Pamela Verasay, Karina Banfi, Atilio Benedetti, Fabio Quetglas and Martín Tetaz, with cross-bloc consensus sought before committee discussions.
- Eligibility covers people with grave, chronic or incurable conditions, extending access to those 16 and older and to individuals with restricted capacity under additional safeguards.
- Requests must be made twice in writing at least 15 days apart, a multidisciplinary commission must issue a decision within five days, and if approved the procedure must occur within ten days with an option for supervised self-administration and revocation at any time.
- The draft adds Penal Code articles 83 bis and 83 ter to shield compliant health professionals from prosecution and penalize unjustified obstruction or delay, and it classifies deaths under the law as natural.
- Public and private health systems would be required to provide and fully finance the service; individual conscientious objection is permitted with prior notice, and objecting institutions must arrange referral and cover transfer costs.
