  • Salem bin Khalid Al Qassimi announced the strategy in Abu Dhabi during a keynote titled “Legacy and Responsibility.”
  • Developed by the Ministry of Culture with the Presidential Court’s National Projects Office, the plan involved input from more than 40 federal and local entities.
  • The framework rests on three pillars: defining the identity, embedding it across sectors, and creating governance backed by measurement.
  • The identity is codified into six elements and five character values, with the index set to assess sentiment, awareness, and behavior.
  • Thirteen initiatives cover curricula integration, media content policy and a creator code, family-focused programs, a cultural heritage law and registry, and the Ramsa Lab for Emirati dialect.
